If we collect all of the blocks before the 02:40:00 time limit, do we still need to put out 40 minutes per week?
Are we allowed to start building at all during the race stage, or do we have to wait until the build stage?

If you've completed the Race stage then you no longer have to put up 40 minutes per week. What most people do is put out approximately 40 minutes per week until their race is finished, then they can create their build in private (still in survival mode). Once it's done they put up a tour video, showing off what they built off-camera =] When I've done the build stage in the past, I've put up a time-lapse video of my progress. But you COULD keep putting up videos of you creating the build, if you wanted to do it that way =] You technically CAN start building during the race stage, but it would count towards your final time, so I wouldn't recommend it! =P

I was going to spread out my time to only play/record 40 min per weekend, and be interactive each week (like MHC). But now I'm seeing that may be a bad plan. I should just do the whole race asap (and cut up the video into 20 minute portions) so I have more time to actually complete a build by the end.

I think it is a matter of personal preference and circumstances. I almost always record my episodes one at a time, through the month, and upload them to the schedule of two per week. I prefer to do this than batch record them all at the start of the month because a) I like to take stock of my progress and check for things I have missed in my footage and b) I like to enjoy the ongoing challenge for longer than the total recording time =) This can mean that if I end up having a long race time then I will have less time to get my build completed before the deadline, but I tend to build towards the end of the month anyway so it usually works out ok =)
The only downside of this is that I will hold back from watching others' videos until I have found the less common items myself, but I always catch up with everyone as soon as I can. Of course, there is nothing wrong in watching the videos as they come out and making use of that info in your own race, as that is all part and parcel of playing Base Race as a community =)

Once I finish the race - can I still gather more blocks, or do I need to ONLY build with what I collected so far?

You can gather more of the 'unlimited' blocks - the ones you only have to put 1 of in the chest, but can use any number of in the build.
There's no point in collecting the 'limited' blocks, like where it might say 32 stone bricks, as you have to use precisely 32 in your build.
Incidentally, Edd reveals where there is a large cache of the 'unlimited' blocks around mid-month. These can't be used to help you complete the race. They are there for you to use in the build if you want a mass of blocks and don't want to spend a long time collecting them.

Since we can only use 64 Spruce Leaves, does that mean we shouldn't plant spruce saplings (which can grow into spruce trees)?

I think planting spruce saplings is fine =] It's basically like using the natural landscape. But the spruce leaves that are on the spruce trees are not counted towards the 64 spruce leaves that you need to use!

I was thinking of making custom spruce trees (quite a few), but then realized I only get 64 leaves. But sounds like I could plant a backdrop of spruce trees and then make my custom trees in closer to the base.

Sorry for all the questions, but here's another. Since 'Coarse Dirt' is specified, I'm assuming I can use that as a ground-level in most of my build, but ALSO still have grass in other parts...?

As long as the grass is natural and you haven't placed a whole load of dirt/grass then that's okay =] Integrating your build into the world is fine. And don't worry about asking questions, that's what I'm here for!
